The Dream of Gun “Control”
The head of every family is allowed to lease one flintlock for an initial period of five year after a police record review. Thereafter the lease can be renewed every three years, again after a police record review. The weapon must be at least five feet in length. Enough lead to produce 100 balls and enough powder to fire the flintlock can be purchased each year from certified suppliers. No manufactured balls can be sold. They all must be made by the individual.
Those who must have a weapon can lease one. Mass shootings can not be perpetrated by an individual. The size of the flintlock will prevent concealment. Of course the barrel could be cut down but only one ball could be fired and reload time would prevent another shot to be rapidly fired from the same weapon. Any mayhem would be limited and the gun person more easily subdued. That is not to say that one shot is of no consequence, as we all know. There other advantages of allowing only flintlocks. There are also disadvantages.
It is only a dream but the future is another day.
